Project submissions are evaluated via a two-stage review process designed to allow investigators to submit pre-proposals simply and quickly, and to facilitate rapid review by the Joint Operations Committee (JOC). The first step is submission of pre-proposals, which are designed to help identify the unique scientific insights of the project and an outline of the path forward through pre-clinical development, to get a sense as to which projects are feasible for development and address relevant commercial markets. Only projects reviewed and selected from the pre-proposal submissions are eligible for consideration as full proposals.
